In a large mixing bowl, combine the ground chuck, bread crumbs, egg, onion soup mix, water, and black pepper. Once the ingredients are well incorporated, press the mixture evenly into a 10x15-inch jelly roll pan. Use a fork to prick holes in the mixture to allow for proper ventilation during baking.
Place the pan in the preheated oven and bake for approximately 10 minutes, or until the meat is browned and fully cooked. To ensure the burgers are thoroughly done, use an instant-read thermometer to check that the internal temperature reaches at least 160°F (70°C). Once cooked, drain any excess grease.
After the meat has cooled slightly, cut it into small squares, matching the size of the dinner rolls. Insert one patty into each roll, then serve.
